THA / TKA PRO-PM Requirements Overview

The hospital-level Total Hip Arthroplasty/Total Knee Arthroplasty (THA/TKA) Patient-Reported Outcome-Based Performance Measure (PRO-PM) requires the collection of preoperative and postoperative patient-reported outcome (PRO) data. to (I) match to claims data and (II) calculate a risk-adjusted measure outcome. The data elements hospitals will need to collect and submit for each patient for the measure can be found below.

CMS plans to implement the THA/TKA PRO-PM through a phased implementation, with two voluntary reporting periods in 2025 and 2026, followed by mandatory public reporting in 2027. Hospitals that fail to meet the reporting requirement (50%+) receive a reduction in their APU in Fiscal Year (FY) 2028.
